Raymond Dudlo is a healthcare regulatory and compliance attorney who advises local, regional, and national providers across the care continuum. His practice focuses on helping healthcare entities—hospitals, mental health centers, substance use disorder treatment providers, and private practices—meet complex legal obligations while advancing their mission of patient care.

Raymond is particularly experienced in privacy and data protection matters, including compliance with HIPAA and the heightened confidentiality requirements under 42 C.F.R. Part 2. He routinely counsels clients on breach response, internal investigations, and audit preparedness. He also helps providers navigate enforcement risks and build internal compliance structures that are practical, defensible, and scalable.

Raymond advises on a broad range of operational and compliance matters, including provider contracts, business associate agreements, and enterprise-level compliance program design. His approach is both proactive and responsive—tailored to the regulatory realities of healthcare entities that serve vulnerable populations and manage highly sensitive health information.

Raymond also maintains a commercial litigation practice, representing healthcare and business clients in disputes involving contracts, reimbursement, and regulatory issues at both the trial and appellate levels.

While defending complex medical and health-related cases through discovery and trial for hospitals, long-term care facilities, doctors and other healthcare providers is our practice focus; our members also manage pre-suit claims; engage in mediation and arbitration; and guide clients in the ever-changing landscape of health law. We also teach classes and seminars for clients, other lawyers, doctors, nurses, and students in law, medicine, and nursing regarding a variety of topics.
